2010 Proposed Amendments  - Proposed amendments need to be submitted in writing to be read at the November 1, 2010 Member's Meeting

2010 Proposed Amendments 

We have the following proposed change for the establishing of an armorer under Article V, Duties of Officers and Standing committees, Section 20:

The armorer will be appointed by the President with the approval of the Directors.  The armorer's duties will include inspection, storage, cleaning, and repairs of all club owned firearms.  He will be responsible for accountability of firearms issued and returned, stored in the safe provided by the club.

At the November 2010 Member's Meeting Rick P will read off normal housekeeping rules and any other changes submitted in writing at the November 2010 meeting.  These will be voted on by the general membership during the December 6, 2010 meeting.


 


2009 Proposed Amendments

As of the October Members Meeting we have no changes.

October 31st is the deadline for submissions.  The November members meeting is when the submissions will be read.  December members meeting is when the submissions will be voted upon by the membership.

2008 Proposed Amendments    (Note - All proposed changes or adds are in "red")

Section 16.  Finance Committee

The Finance Committee shall consist of four (4) members elected by the membership and the elected Treasurer.  An elected person on the Finance Committee cannot serve as an elected Officer (except Treasurer) or as a Director of the Club.  To avoid the appearance of impropriety, the Treasurer cannot serve as Chairman of the Finance Committee, but rather serves in an advisory capacity and answers questions about the Budget. The duties of the Finance Committee shall consist of reviewing all monies spent by the Club above $100.00 and reviewing all requests for cash advances.  The Finance Committee votes on the matter and a majority shall govern. Finance Committee

 Purpose:   The purpose of the Finance Committee is to review the financial condition of the Club and to make recommendations to the Officers, Board of Directors and the membership concerning non-routine expenditures in excess of $100.00.  It is recognized that the opinion of the Finance Committee on the Club expenditures is intended to give guidance to the Club in making decisions, and it is not the final determination as to whether or not the expenditures will be made.  Final determination rests with the Club members.  The Finance Committee shall be comprised of four (4) Club members and the Club Treasurer.

 Scope:    The scope of the Finance Committee’s involvement is as follows:

  1. Review and comment on the appropriateness of all non-routine expenditures in excess of $100.00.  Non-routine expenditures are those not required for normal operation of the Club.
  2. Develop a budget for each calendar year.  The budget for the following year should be developed before October 1st.  This will allow the proposed budget to be presented to the members at the October/November meetings.
  3. Approve all requests for cash advances made by committee chairs, if not doing so will cause a financial burden to the committee chair or would be impractical to handle any other way.   Cash advances must be in-line with the approved budget.

 Procedure:   

  1. Any non-routine expenditure above $100.00 brought up at the Board of Directors meeting will be reviewed by the Finance Committee prior to the next general meeting.
  2. At least three members of the Finance Committee will be available at the general membership meetings between 7:00 p.m. and 7:30 p.m., to discuss non-routine expenditures above $100.00, that Club members would like to present for vote at the meeting.
  3. In general, the Finance Committee will make a motion to table any items for non-routine expenditures above $100.00 that have not been reviewed by the Finance Committee prior to the general meeting at which the item is presented.
  4. For cash advance requests, these must be made to the Finance Committee prior to the start of the general meeting or in writing to the Finance Committee Chair.  The committee will review each request and if deemed appropriate, direct the Treasurer to make a cash advance in the form of a check. 

 Section 19.  Fund Raising Committee

The Fund Raising Committee shall consist of three members of the club, one of which will serve as chair, all of which are appointed by the Officers and the Board of Directors.

The duties of the Fund Raising Committee will consistence off running the 50/50 drawings at all general meetings, running the annual raffle event, and any other fund raising event the club shall deem appropriate.

The committee will be responsible for defining of all rules, if prizes are to be awarded.  These rules must be first approved by the Officers and the Board of Directors before being published.

All monies collected must be promptly turned over to the Treasurer or deposited into one of the clubs bank accounts, as directed by the Treasurer.

Article VI – Application for Membership

Section 4.  Membership Work Requirements

All members must serve six hours working for the Club in some capacity during their first five years of membership. Failure to submit a report to the Admission Committee of six hours work within each year of the five year probationary period will result in termination of membership from the Club.  During each probationary year, the member can opt to buy out their work obligation for that year by paying an amount equal to that year’s dues.  The probationary period will begin on the date the member gets voted in.  There will be no prorated buy-outs if less than 6 full hours are worked.

Section 5.  Field and Member Orientation

All new members must complete a field orientation, at the field by a qualified member of the Club, before they receive access to the field.  The field orientation is to cover field uses, rules and regulations; in addition the orientation may address the events, history and tradition of Pointer Fish and Game Club.  A qualified member to present the orientation are those members currently on the Board and any other member as selected and voted on by the Board to be part of the Field and Member Orientation Program. Add     Upon completion of the orientation, all new members must sign a copy of the range rules acknowledging that they understand them and will obey them.

 

Add:    Section 8 - Family Membership

A spouse, when accepted as a member, shall have the application fee and their dues set at 50% of that of the primary member.

 


2007 Proposed Amendments

Note: Article VIII- DUES AND ASSESSMENTS:
Section 1. Dues  Passed      (raised to 100.00 dollars a year.    

Section 5.  Field and Member Orientation (Passed)    

Section 6.Application Fees  Remains  the Same , The proposal to Reduce the Application Fee to Remain at $50.00 Dollars , Failed   Application Fees are equal to the Dues @$!00.00    A family fee Plan was  proposed but  it. Failed to pass proposal.       Rick will write up a new Family  Fee proposal and Submit it at the Meeting Monday , 1Nov 2008. 

Proposed  Changes were Discussed @ the Sept.08  Officers & Directors Meeting and also discussed @ the Oct Off.& Dir. meeting .  These will be presented  at the Nov,3rd  Reg. Club Meeting in writing. 


*Article VIII – Dues and Assessments*

*Section 1. Dues*

The annual dues of the Club shall be determined by the membership,
payable in advance between the dates of October 1^st and inclusive of
the January meeting. Dues may not be changed until members of record are
notified of such proposed change in advance and voted on at the next
following meeting. Any member not having paid his dues by or at the
January meeting automatically forfeits his membership. (12/1992)

A non-refundable application fee equal to one year’s dues must be
submitted to the Financial Secretary with each application for
membership excluding a member’s offspring under the age of eighteen.

/*Proposed to that the Pointer Fish and Game application fee for new
member be set at $50.00. This is in response to the recent club dues
increase to $100. Up until this time the new member application fee has
been the same as the annual dues fee. However, we worry that this
combined $200 cost will discourage new members from joining. Changing
the by-law to $50.00 fee should make it easier to attract new members.
